Responsible for land management activities to include obtaining necessary rights for electric transmission and distribution lines, substations, power plants and any other land rights as required for company's facilities and/or operations.

LEVEL OF RESPONSIBILITY

Complex responsibilities related to primary focus of job area. Uses best practices and in-depth business knowledge to solve complex problems and improve products or services. May adapt procedures, processes and techniques to meet the more complex requirements of position.

ESSENTIAL FUNCTIONS

• Acquires and coordinates the acquisition of rights (easements, permits, purchase, etc.) for the company to construct and operate its facilities on lands though negotiations or eminent domain, if necessary.

• Research title records to the degree required by the standards and resolves complex title issues/gaps.

• Write complex legal descriptions to depict the location property rights required by the company.

• Prepares land and right of way related agreements, deeds, easements, leases, permits, licenses, contracts and other complex documents.

• Settle damages with land owners and tenants.

• Address public inquiries concerning company’s property rights.

• Plot complex metes and bounds property/easement descriptions for company assets.

• Read, analyze and interpret various complex maps and plans.

• Ensure accurate documentation of contacts with landowner and external customers.

• Meet deadlines, prioritize work and attend field meetings with internal and external customers.

• Record company documents in public record.

• Resolves complex encroachments and release requests.

• Provide leadership and guidance to multiple third party contract land personnel to ensure compliance with company policies and procedures as appropriate to ensure successful and timely completion of multiple project/job objectives.

• Train others in the land management processes and procedures.

• Act as a company resource and the subject matter expert in a land management functional area, as assigned.

REQUIREMENTS

• Bachelor's Degree in related field (Construction Management, Civil Engineering, Land Surveying, Paralegal, Energy Land Management), and 5 years of right of way, land management, legal, real estate or related industry experience; Or

• Associate's Degree in related field (Construction Management, Civil Engineering, Land Surveying, Paralegal, Energy Land Management), and 8 years of right of way, land management, legal, real estate or related industry experience; Or

• High School Diploma/GED and 11 years professional of right of way, land management, legal, real estate or related industry experience with 5 years Land Management Coordinator work experience.

 

Preferred Qualification:

• Licensed Surveyor 

WORKING CONDITIONS

• Office environment.

• Periodic Field meetings.

• May work non-standard hours.

• May require frequent travel.

• May require a Notary Public Commission for the purpose of certifying Company documents.

• Demonstrate strong knowledge of land description systems and land surveying systems.

• Demonstrated strong the ability to negotiate in a diplomatic, professional and effective manner while exposed to adverse Company and personal criticism, while still being able to understand and assess property owner’s viewpoints.

• Demonstrated strong ability to make sound decisions by utilizing job knowledge, work experience and evaluation of risks and consequences and be able to recognize when assistance is needed in decision making.

• Demonstrated strong familiarity with Oklahoma and Arkansas real property laws and regulations.

• Demonstrate strong knowledge in all aspects of land and right of way, including project management, operations, public relations, community outreach and solid understanding of general regulatory and legal.

• Demonstrated strong ability to serve as liaison between internal departments, developers, cities, counties, etc. , in support of right of way activities.

• Demonstrated strong ability to research market values of land and agriculture values.
