JOB SUMMARY

We are hiring for either an Associate System Operator II or an Associate System Operator I based on candidates' qualifications. 

 

Responsible for the safe, reliable, stable, and economic round-the-clock operation of OG&E's electric transmission system as well as maintaining compliance with the various regulatory obligations imposed upon this role by the Federal Energy Regulatory Commission (FERC), the North American Electric Reliability Corporation (NERC) and the Southwest Power Pool (SPP). Has the responsibility and authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System.

LEVEL OF RESPONSIBILITY

• Performs responsibilities with standardized processes. Works under general supervision. Resolves routine questions and problems using basic principles of field. Refers the more complex issues to higher levels. Generally follows established procedures to accomplish requirements of job. Some latitude for deviation.

ESSENTIAL FUNCTIONS

• Considers the effect of the system under their jurisdiction on the operation of the remainder of the system and keeps the System Operator informed of abnormal conditions.

• Monitors the system by SCADA and performs necessary function as required by abnormal conditions.

• Prepares for System Operator Staff position through on-the-job training, internal training courses and self-directed study.

• Develops and maintains advanced knowledge of operating instructions and procedures, one- line diagrams, switching charts, maps and records affecting operation.

• Develops, writes, reviews and, under direction of the System Operator, coordinates and directs switching, performs switching by SCADA, coordinates and directs service restoration procedures in accordance with written operating instructions and procedures.

• Assist the System Operator in transmission system troubleshooting. Determines trouble location and analyzes cause, routes trouble report to appropriate unit for corrective action and advises all those affected of corrective actions.

• Reports outages to the appropriate Power Delivery offices.

• Prepares disturbance reports, documents mis-operations on transmission system and sends out appropriate notifications as necessary.

• Provides backup coverage for System Operators.

• Maintains daily operators' log.

• Reports outages on transmission equipment to the System Operator.

• All other duties as assigned.

REQUIREMENTS

Level II Qualifications: 

• If not NERC Certified, the NERC Certification must be obtained within 9 months of job start date. System Operator training must be completed within 36 months from job start date.

• Bachelor's Degree or Associate's Degree (2 year degree in related technical field (e.g., Electronics, Electrical, Power Technology, Engineering Technology), And 1 years related utility technical work experience in Substation Operations (Relay, Maintenance, etc.), Distribution and/or Transmission Control Center Operations (e.g., Control Center Operator, Control Center Dispatcher), or Power Plant Operations (e.g., Power Plant Operator III or higher); Or

• Bachelor's Degree in unrelated field And 2 years related utility technical work experience in Substation Operations (Relay, Maintenance, etc.), Distribution and/or Transmission Control Center Operations (e.g., Control Center Operator, Control Center Dispatcher), or Power Plant Operations (e.g., Power Plant Operator III or higher); Or

• Bachelor's Degree or Associate's Degree (2 year degree in related technical field (e.g., Electronics, Electrical, Power Technology, Engineering Technology), And 1 year related utility experience to include technical Journey level experience in Substation Operations (Relay, Maintenance, etc.) or, 5 years experience in Distribution and/or Transmission Control Center Operations (e.g., Control Center Operator, Control Center Dispatcher); Or

• High School Diploma/GED And 3 years Journey level experience in Substation Operations (Relay, Maintenance, etc.), or 7 years experience in Distribution and/or Transmission Control Center Operations (e.g., Control Center Operator, Control Center Dispatcher), or 5 years Power Plant Senior Operator experience with at least 1 year of Control Room Power Plant Operator experience or, 4 years Specialized military experience in related technical field (e.g., Electronics, Electrical, power Technology, Engineering Technology, Steam Propulsion); Or

• Experience as an OGE Associate System Operator I combined with having attained NERC System Operator certification (TO level or higher). Note: Certification must be obtained within 9 months of hire or job placement.

 

Level I Qualifications:

• Bachelor's Degree or Associate's Degree (2 year degree) from an accredited college or university in a related technical field (e.g., Electronics, Electrical, Power Technology, Engineering Technology); Or

• Bachelor's Degree from an accredited college or university in an unrelated field and 1 year electrical utility experience; Or

• Certificate of Completion from an accredited vocational school in a related technical field (e.g., Electronics, Electrical, Power Technology, Engineering Technology); Or

• High School Diploma/GED and 3 years experience in Substation Operations (Relay, Maintenance, etc.), or 3 years experience in Distribution and/or Transmission Control Center Operations (e.g., Control Center Operator, Control Center Dispatcher), or 2 years experience as a Power Plant Operator; Or

• Specialized military experience in a related technical field; (e.g., Electronics, Electrical, Power Technology, Engineering Technology, Steam Propulsion).

 

Preferred Qualifications:

• Specialized military experience in a related technical field; (e.g., Electronics, Electrical, Power Technology, Engineering Technology, Steam Propulsion).

• NERC Certified System Operator. 

WORKING CONDITIONS

• May be required to work non-standard work schedules to include on- call and call-outs.

• May require working overtime in a rotating shift environment.

• May require occasional travel.

SPECIAL SAFETY REQUIREMENTS

• Member will not be required to drive in order to perform their job duties.

• The operation, maintenance or oversight of critical services and infrastructure including but not limited to, electric utilities, power generation or distribution;

KNOWLEDGE, SKILLS AND ABILITIES (KSAS)

• Knowledge of basic electrical concepts.

• Knowledge of regulatory reporting and compliance requirements.

• Knowledge of electrical transmission, electrical distribution systems, power generation, and/or relay & control.

• Knowledge of how to operate SCADA as well as other control Center computer programs.

• Knowledge of Operating Practices, Operating Procedures, and Approved Work Methods, switching charts, maps, one-line diagrams, and all types of substation meters and recording charts.

• Ability to effectively use a personal computer with MS Office Suite applications (Word, Excel & Outlook).

• Ability to handle several tasks simultaneously and communicate effectively in speech and writing.

• Ability to handle stress and work efficiently and effectively during emergency and heavy workload conditions.

• Ability to work rotating shifts of duty.
